The founder of the school, the illustrious Miguel R. Ibana envisioned the school to be a citadel of developmental learning, like a beacon-light which inspires the youth to forge ahead towards a high level of intellectual achievement. In this regard, the school is expected to contribute to the growth of human knowledge. It is likewise deeply committed to nurture and to produce dynamic leaders with a sense of mission and faith for community service.

The tertiary level programs, degree and non-degree, are geared toward the pursuit of academic excellence and the internalization of Filipino values. These curricular programs are likewise directed towards upgrading the quality of college graduates as a means of increasing the percentage of qualifiers in the various licensure examinations.
